The United States Environmental Protection Agency (EPA) recently proposed rules to dramatically expand the scope of the Clean Air Act to regulate global warming gases like CO2 and methane as pollutants. It could require most farms and ranches, main street small businesses, and even schools and churches to obtain an expensive permit. The EPA proposes to modify the law but that would expose Montana's businesses to expensive and time-consuming lawsuits.
