The United States Environmental Protection Agency (EPA) recently proposed rules to dramatically expand the scope of the Clean Air Act to regulate global warming gases like CO2 and methane as pollutants. It could require most farms and ranches, main street small businesses, and even schools and churches to obtain an expensive permit. The EPA proposes to modify the law but that would expose Montana's businesses to expensive and time-consuming lawsuits.

Opposition to the EPA's regulation of GHGs enjoys bipartisan consensus in Montana. On January 8th, state legislators on Montana's Environmental Quality Council voted on a bi-partisan basis to delay implementation of the EPA's rules. On January 14th, the Schweitzer Administration's Board of Environmental Review concurred.
If the EPA's rule goes into effect, Montana will be hit harder than other states. As you know, we use a lot of energy in important job producing industries like agriculture and energy production and we’re second to last in take-home pay.
