The American Clean Energy and Security Act of 2009 could destroy as many as 23,000 Montana jobs according to energy and environmental experts at Penn State. This is more than double the jobs that have been lost in the unprecedented recession we are now experiencing. In 2005 Montana produced 3.6% of the US coal production. Without new costly regulations, by 2015, coal generation is expected to create $1.4 billion in personal income and add 44,000 jobs to Montana's economy. The idea that taxpayer subsidized 'green' jobs will compensate for these job losses is cruel and misleading. A new university study from Madrid concluded that, over the last eight years, for every 'green' job created with mandates and cap-and-trade laws, Spain lost 2.2 regular jobs. In California, since 1995 manufacturing jobs have decreased by 253,100 (2007) while 'green' jobs have grown by a paltry 13,000. Montana cannot afford to lose more jobs in manufacturing, ranching, and farming that depend upon low-cost Montana electricity for their success.
