The American Clean Energy and Security Act of 2009 would mandate electricity companies shift energy production from Montana's clean coal to more costly 'renewable' energy generation. According to separate studies by CRA International and the National Association of Manufacturers, Montana's coal production could decline between 43 and 54%. Montana has over 24% of America's demonstrated coal reserves with an estimated value of $1.4 trillion. The potential severance tax revenue to the state of Montana is $210 billion which is enough money to fund 100% of education expenditures for approximately 400 years! If the coal severance tax were to decrease, politicians would have to raise state and local taxes to fund education, rural infrastructure, and health care.
